When viewing an Announcement it seems to give you two options to edit....

Ben is referring to announcements, such as this one. You are not a moderator, so you shouldn't see any edit buttons there.

I get only one button for edit but I don't get and save button on quick edit...

As I just said .... Ben is reporting this for announcements, not for posts.

The quick edit issue has also already been reported.
